O Banco Central de Arxentina prepara unha nova normativa para as carteiras dixitais
O Banco Central de Arxentina está a traballar nun novo grupo de regulacións que buscan controlar a totalidade das carteiras dixitais do país. Este novo marco legal vai dirixido a deter a fraude que se dise facilitada por estas ferramentas. Segundo filtracións en medios locais, a publicación da lei é inminente.
O Banco Central da Arxentina apunta ás carteiras dixitais
The Central Bank of Argentina has its sights on the use of digital wallets. The directory of the bank is segundo se informa producing a new set of regulations to better understand what’s happening with the funds in these wallets and improve their KYC measures. Regarding how this will be implemented, it stated:
Non se trata de prohibir nada, senón de aplicar as mesmas normas que hoxe en día deben cumprir os bancos en relación ao coñecemento dos seus clientes.
O banco anunciou que está a aplicar estas novas regras porque hai unha gran cantidade de fraude no que se refire ao uso destas ferramentas e algunhas empresas carecen da dilixencia debida ao incorporar clientes. Non todas as carteiras funcionan do mesmo xeito, polo que as regras terán que aplicarse caso por caso, aclararon membros do banco central.
A medida permitirá ao banco controlar o fluxo de usuarios que operan actualmente estas carteiras dixitais como Mercado Pago, estimadas nun número próximo aos 30 millóns. O ano pasado, o Banco Central de Arxentina estableceu que estas empresas tiñan que preservar o 100% dos fondos dos clientes nas súas contas bancarias, paralizando a oportunidade das empresas de beneficiarse dos investimentos realizados cunha parte destes fondos.

While the Central Bank is working out this new legal framework regarding digital wallets, the AFIP, which is the Argentinian Tax Authority, has already moved to confiscar the funds in digital wallets of taxpayers with debts. Almost 10,000 taxpayers are expected to have their digital wallets confiscated in the coming months.
This plan may already be in execution, as local media is relatando that the first case of these seizures has already happened. The first confiscation was reportedly requested by the AFIP and a judge authorized the institution to take control of the funds in the digital account to pay debts accumulated by the user. The state tried to seize the bank accounts of the taxpayer first, but the outcome of this action was negative.
